It was decreed. Munchkin-style that the New Cabinet members should not be evil villains. There, you have it: wholesome, sincere and trustworthy.
Questions immediately arose. What about the evil currently in power, the empowered who were in place? How were they to be ousted? Who would do it, as these particular villains were vindictive well known for retaliating much later for much less worrisome behaviour, for - speaking the truth! Whatever that was these days.
It was decided the youngest should be chosen. Then, on second thought, the eldest, closest to need to suffer the least from the evil ones. It’s such an arcane medieval concept. Injury in place of justice. Wasn’t that the motto of the lands regardless – …”and Justice for all”?

The benevolence of the rich had been in decay from the ages of tyranny, when the wealthy decided to “help the poor and destitute” by creating orphanages/workhouses/debtors’ prisons.
But now it was time. Time to fire the unholy criminals, position them back where they belonged in disregard due to their sinful actions towards humankind.
Could common munchkins resume a life of hope? It was seriously debated. The poor-rich schism had widened so deeply it was worthless speculating if equality between them was possible, much less the divide between the politicians and their populace.
The major problem with draining the swamp was that the replacements were not elected officials. Their loyalties were not to their constituents but to the power that elevated they to positions they did not earn or deserve.
Munchkins en masse were swept up by new horrors. Several new wicked witches were identified. The munchkins anticipated the arrival of new houses to descend discreetly from the sky, resulting in the demise of the witches through divine intervention.
When all else fails, wait. Nothing is as constant as change.
